Poisoning business with revenue from Google Ads

Google is usually punishing businesses for exploiting ads revenue, so basically in my understanding if you have users that deliberately click ads, or some kind of automated system that does that for you Google will punish business. In most severe case they will close their account. So, now question is what if someone decide to do that to kill off competition? Anyone can buy 10 mobile phones install any game or app and kill it (regardless of size or popularity) by deliberately triggering Google's algorithms responsible for add frauds. This can be deliberate intention or just spite. Can someone confirm or dispute this? 0 comments on Hacker News.
